Bougainville: The Mine and the People

In Paul Quodling’s judgement, the two issues of the political conflict on Bougainville and the future of the Panguna mine are closely related: Political stability is an essential prerequisite for the resumption of mine activities and any political solution must address the issue of the distribution of financial benefits from mining operations.
